Julie Andress
Julie Andress is the Director of Finance/CFO for East Fork Fire Protection District. Julie has focused on developing leadership and financial integrity with 18 years of local government experience. She graduated from Sonoma State University with a degree in Finance. She enjoys being a resource for the District supporting the needs of our staff and community.
Director of Finance oversees Accounts Payable and Payroll. The Director and team maintain the District’s financial and accounting records. Responsibilities include the planning, organizing, and management of the budget, financial and accounting activities while ensuring financial compliance for the District. The Director also works with various independence auditors and provides financial analysis for strategic discussions with the Executive Staff.

Jamie Zess
Jamie Zess is the Payroll Specialist II for East Fork Fire Protection District with over 6 years in the accounting field. She moved to Nevada with her son in the summer of 2021, and joined the Douglas County community in the summer of 2022. She is responsible for the accurate processing of payroll as well as assisting our staff with any needs that may arise.

Michael Shockey
Deputy Chief Shockey served as the Operations Chief for the Modesto Fire Department in central California. He had a 27-year career at the Modesto Fire Department and brings with him a wealth of knowledge and experience.
Deputy Chief Shockey brings with him an extensive fire and emergency medical services background. He served in every position up to the rank of Deputy Chief of Operations with Modesto Fire Department starting in 1998. Prior to his entering the career ranks, he served as a volunteer with the Valley of the Moon Fire District which is now Sonoma County Fire Protection District.
He has an associate’s degree in Fire Science from Modesto Junior College and has a strong background in employee and leadership development, succession planning, recruitment, health and wellness, and labor relations.

Amy Ray
Deputy Chief/Fire Marshal Ray began her career in the fire service the summer after she graduated high school as a seasonal wildland firefighter in California. Upon moving to Reno to attend college, she began working as a seasonal wildland firefighter for Washoe County. While on special assignment in the Fire Prevention Division, she discovered how much she liked the work and began the process toward education and certification as a Fire Inspector, Plans Examiner, Fire Protection Specialist, Fire Investigator and Fire Officer.
She continued her education and received her Master’s Degree in 2013 in Executive Fire Leadership and Disaster Preparedness. She has held the positions of Firefighter, Fire Inspector and Fire Marshal within the area over the course of her 31-year career.

Patrick Mooneyhan
I have been in the fire service for 23 years. I began as a Volunteer Firefighter with NDF in 2001 and was hired with Reno Fire in 2004 as a Fire Inspector. This is my 20th year in Fire Prevention, and I spent the majority of my career with Reno Fire, eventually rising to the rank of Fire Prevention Captain. I concluded my career with Reno Fire in 2021 and was excited for the opportunity to join East Fork Fire and reunite with Chief Amy Ray in March of 2022.
My off-duty hobbies include traveling, attending sporting events, (Go Knights Go!) and taking several trips to Disneyland a year. We have two brindle dogs; a Pug and a Boston Terrier. My wife and I are high school sweethearts and have been married for 25 years and counting.

Brad Driscoll
The Risk Manager/Safety Officer position is a contract position which will hold the rank of Division Chief with the primary responsibilities of risk management, safety, and human resources.

Brad Driscoll has been selected to fill this position and has spent 30 years in the Fire Service with more than 23 years with the Fresno City Fire Department. Starting as a Firefighter and retiring as a Battalion
Chief. During his time at Fresno, he served as a Drill Instructor, Training Officer, Safety and Wellness Officer, PIO and served as the Chairman of the Fresno City Firefighters Local 202 for over 12 years. Before entering the fire service, he worked as a Human Resources/Risk Management leader at a Ski Resort and has consulted on H/R and Risk issues for Fire Departments and Recreation Facilities through-out the Western United State
